This masterplan has been developed in response to an appointment from Guildhouse to develop a masterplan for an area of Bedford currently being redeveloped as a contemporary ‘Health Village’.
The site, which is 4.8 ha, is located at the north-east of the town-centre. It currently comprises Shires House (a Grade II listed poor House to be refurbished), a small operating hospital, an Elderly Care Home, a Dental Access Centre, a Care Home for people with dementia problem (Fountain Court) , a Therapy unit for head injury rehabilitation (Headway House) and a Day Care Centre plus offices (Florence Ball).
The Bedford Rugby Club, the Bowling Green and Goldington Road, a major arterial connecting the town-centre to Cambridge, define the boundary on the south side. Kimbolton Road and the residential frontage along Goldington Avenue constitute the west and the east boundaries, respectively. Walmsley House School, together with a residential estate, border the site on the North side.
The masterplan is based on the following phasing:.
• First phase - the GP centre and car park are developed,
• Second phase - independents units for elderly people are inserted, keeping the old dementia unit or building a new one. Healthy Centre (with gym, sauna, swimming pool, dietetic restaurant, etc) is added too,
• Third phase - two alternatives. In the first Charter House is just refurbished. In the second, Charter House is replaced by a new building that integrates the old functions with others defined by new needs. A solution with the highest density uses part of the space between Shires House and Hitchcock House for the GP centre,
The masterplan leaves many options open in the long term. In 50-60 years, it could be desirable to open the road on the east-west direction, or to demolish Hitchcock House for a new development that would benefit from the new square.
The masterplan takes into account of a number of parameters, seeking to integrate them into a coherent basis for future development on the site:
History (the historical axes, the historical building)
Urban fabric (recreate the urban fabric, leaving space to further evolutions)
Landscape (the green axes to the river, green path on the west side)
Users (high quality open spaces, healthy village, high standard living units)
