"City Park is a project that aims to transform one of the most important public green spaces in the city of Mazatlan. It integrates cultural, recreational and tourism projects and counts with the involvement of the government, private sector, cultural institutions and environmental associations.
It is a first step towards the recovery and conservation of our lagoon systems, which is vital for the optimal performance of the geo-hydrological system of the port, rainwater harvesting as well as conservation of flora and fauna.
In addition to rivers and creeks, the hydrology of Mazatlan also includes lagoons. These swampy bodies of water are essential to the ecosystem. Yet, Mazatlan has lost large parts of these wetlands though encroachment, accumulation of debris, artificial fillers and lack of dredging.
The growth of the city, the disappearance of wetlands and the clogging of natural runoff have led to constant flooding due to failures in the storm drainage system.
Olivia was the last hurricane to directly hit the port, 40 years ago in 1975. In the absence of natural phenomena of this magnitude for so many years it is difficult to account for gaps and the level of disaster that may cause the arrival of a natural phenomenon of a similar magnitude.

The premises of Design focus on four key points:
- The rescue of the estuary and the wild garden, finding solutions to the water problems, and raising awareness of native and endemic flora and fauna.
- Coordination and Urban Connection, to be conceived as an urban node and a pedestrian connector, including vehicular flows and urban infrastructure.
- Public, recreational and educational space for the general population.
- Mix of activities, land uses and different types of ownership.
The restoration of this important public and natural space of the city includes the development of educational, recreational, cultural and entertainment programs".
