COMMUNITY AS ESSENCE
The proposal for the North Civic Center is conceived as a city sector open to the community where spaces and programs share the same logic. By boosting the ground condition and the large proportion of free surface area in relation to the requested program, the project is based on an operation of total land occupation, concentrating a single multiprogrammatic building in a strategic position, taking the entire front on the Av. Blas Parera with a civic plaza. This location allows, on the one hand, a clear institutional presence by organizing in a controlled manner the vehicular and pedestrian movements in the building and, on the other, releasing a large surface of green exterior spaces and easy pedestrian accessibility that will allow multiple activities
Cultural, recreational, sports, educational and productive. This operation also frees a pedestrian walk that longitudinally crosses the terrain allowing to dynamize its passing condition and improving the accessibility of the area with a support of public activities, contemplating adapting to possible hypotheses of articulation with boundary lands.
Building and park are merged into a single programmatic field based on space modules that propose intermediate situations such as galleries, expansions, differentiated accesses, shelter, transitions, contemplation, enhancing the interior / exterior relationship from taking advantage of different visuals, orientations in different Hours of the day and seasons of the year.
