The Award winning Brighton Jubilee Library, Central Library Development by LCE in association with Bennetts Associates The
project comprises the masterplanning of a strategic site in Brighton &
Hove, adjacent to the Dome complex and the Royal Pavilion, to create a new
central library together with housing, retail, a hotel and community
facilities.
Former
street patterns have been reinstated and a new modern urban square has been
created. The library which fronts on to the square is designed to be open and
welcoming and to adopt low energy principles.
The
principle aim has been to design a striking, contemporary building which will
complement Brighton's existing landmarks and
create a symbol for the city's regeneration and cultural renaissance.
CABE
has acknowledged the scheme as an example of design quality in a PFI project. The Brighton Library, Jubilee Street Development - Residential
The
design concept for the masterplan is based on the reinstatement of Jubilee
Street and Regent Street
so that the 'grain' of the original North Laine
area can form the basis of the regeneration proposals. Central to this grain is
the mixture of residential and commercial streets, with the provision of
residential accommodation on Regent Street and North Road and the commercial
development on Jubilee Street.
The
residential accommodation is divided across four of the eight blocks within the
development, with two for luxury private apartments comprising 57 units and two
for affordable housing comprising 19 units.
Extensive
negotiations took place with the local planning authority to ensure the whole
development had a cohesive contemporary quality whilst sitting comfortably
within the surrounding conservation area. The Brighton Library, Jubilee Street Development - Commercial
The
masterplan provides a rich mixture of uses - residential, commercial and public
buildings - in a way that encourages sound economic and environmental
regeneration. The development is intended to inject a substantial amount of new
life into an important part of central Brighton,
and the commercial development is essential in securing this objective.
Key
buildings are a 72 bedroom high quality hotel, facing the square opposite the
library, and an office development acting as a beacon to the development on the
corner of Jubilee Street and Church
Street at the entrance to the site from the city
centre.
The
introduction of a new square at the heart of the development, combined with a
network of secondary routes or twittens ensures that the site is permeable and
pedestrian orientated, with easy physical and visual connections between all
the new buildings. An additional part of this strategy is the refurbishment and
conversion of the local studies library into a pub with a new double height
glazed rear elevation overlooking a patio garden and the twitten between the Dome
complex and the swimming pool.Brighton Jubilee Library - The design for the £30million scheme has received enthusiastic support from the
librarians, the City Council, amenity groups, local businesses and residents as
well as the general public.
It
is a unique development, in that the Library is part of a wider scheme that
includes 8 other blocks and a new public Square with a total development area
of approximately 20,500sq.m.

The
Library has been designed to minimise energy consumption. The environmental
control strategy utilises night-time cooling with wind driven ventilation and
the thermal mass of the building structure to moderate internal temperatures
and air quality, leading to an anticipated energy consumption 50% lower than
